Would a kind soul please tell me where I can acquire additional backpacks and where and how to craft?

You only get the one backpack that you start the game with, but you can obtain a beltpouch in pre-sear Tyria. The bags are not available until you cross over to post-sear Tyria. The belt pouches are available from two collectors: Brownlow, just outside the main gate of Ascalon, for 5 Skale Fins. And collector Humphreys in Lakeside County outside Ashford Abbey in the village, for 5 Worn Belts.
